Form of Proposals and procedure for adoption – Proposals to amend or revise the constitution shall be by resolution, which maybe filed at any time by a member. The adoption of resolutions proposing amendments to or revision of the Constitution shall follow the procedure for the enactment of bills.
It is very clear that in order to amend the constitution, procedures should be followed i.e. like enactment of bills. It means that the Lower and Upper House of Congress should decide separately for any such proposals. Therefore, a triumph in the Lower House could be reversed if the Upper House will say No.
Unless the Lower House (first) amends HR Section 105, which is attainable but legally unethical.
