The Overseas Workers Welfare Administration is a Philippine government agency tasked with the care, protection and assistance of Overseas Filipino Workers. Its policies have a tremendous impact on the lives of millions of Filipinos working overseas and the families they leave behind.

With the new Aquino administration, there is a need for a review of the OWWA, its failures and successes, adherence to the regulations and implementation of needed reforms.  Part of this reform is the creation of a new OWWA Board. This petition is to request President Benigno “Noynoy” Aquino,  to consider the appointment of Francisco “Jun” Aguilar to the Board of the OWWA.

Francisco “Jun” Aguilar had spent thirteen years in the Kingdom of Saudi Arabia as an Overseas Filipino Worker  from 1985 to 1998.  He worked at the King Abdulaziz Military Academy as a technical analyst and later moved to the National Industrialization Company.  As an OFW, he was witness to the distressed situations of Filipino workers whom he assisted as best as he could.  It was an experience that will influence his unwavering dedication to improve the lives of the Filipino workers.

Upon returning to the Philippines in 1998, he formed the Filipino Migrant Workers Group, a principled recruitment agency.  This is the only agency that does not charge a placement fee from applicants.   He also encouraged savings and investment programs for the Overseas Filipino Workers and their families for their retirement and re-integration.  He volunteers numerous hours on social-civic-political advocacies.

Mr. Aguilar’s experiences as a former Overseas Filipino Worker, a recruitment agency owner and as a humanitarian worker provide him with the appropriate know-how and mindset that will guide him as a progressive Board member.   He can articulate on the perspectives of the workers, recruiters as well as clients and, therefore, effectively assist with the policy making of OWWA.  With a proven track record of leadership, commitment and dedication to public service, he is the voice of the Overseas Filipino Workers.

We, therefore, request the newly elected Philippine President Benigno “Noynoy” Aquino and his administration to appoint Francisco “Jun” Aguilar on the board of OWWA because of his merits.  More importantly, his guiding principles exemplify those of the current administration with its mantra of change.

It is about time that a true bloodied OFW will be a given a hand to represent OFW Sector (land-based) in the  OWWA Board, please sign the PETITION.

Hi Sir Bong,Magandang araw po,pwede po’ng mag share about our problem namin here in Qatar?,kc ganto po un Sir Bong,nagaply po kami sa pinas as GYPSUM BOARD INSTALLER po,before po kami pumunta dito may pinermahan po kaming kontrata sa pinas ang Company is Al Essan po,but nung nasa Airport n kmi ng Qatar po we just tot that taga Al Esshan po ung sumundo samin po,bali sept8 2010 po kmi dumating po at dito kami sa ARABIC GULF TRADING GROUP na Company Sir,ito pong compny na to Blocklisted na daw to sa Pinas sabi ng mga Pinoy na nadatnan namin Sir,So nagreklamo ako agad sa agency nmin po sa pinas kc wala sa papel po ung company nato po,at FOREMAN na po aq dito pagdating po,so ibang work na rin yon..ang sabi ng agency nmin po okey lng daw un kc un daw talaga ang compny namin dito,wala kaming magawa po kundi magwork po eventhough pangit ung feedback ng compny nato,di naglaon po, by Nov nag labor ang 3 pinoy po kc walang sahod at napuwi po,kaming 3 bago po stayfoot muna kmi that time po kc wala pa po kming 6months under provisionary pa po kmi,ganun parin mo style nila laging delayed ung sahod po,last april nagreklamo na po kami sa compny at ito po demand namin sir bong,pataka i.d,healthcard at ontime sahod po,or else bigyn nlng kami ng release,sabi po nila they will settle ol this problem at bibigay nila lahat po ang demand,but nawalan po sila ng project po kc subcon2 lng po sila sir,yung taga office nagsabi po na pwede na kaming mghanap ng work sa ibang compny kc mgbibigay ng release yung boss po namin,then nakahanap po kami ng work sir,but ang problema kami pinapabayad sa visa naming expired na pala last january po,ey nandito nga po kami para makapawork at kikita ng pera,ey kami pang magbabayad po sa kanila 6400 riyal,wala po kaming perang ganun ka laki po,at hindi rin po kami makahanap ng ibang compny kc hinahanap ung pataka namin po,last july 1 po pinapaperma po kami ng resignation paper pokc sila na daw po sasagot sa ticket at ung sahod po namin from march po bibigay nila..but tel now po walang dumating po,pwede po mag ask sir kung anu pong laban namin sa situation namin sir,mahahabol paba namin ung agency sa pinas po?,at makukuha po ba namin sahod namin dito na balnce nila po?at ilang months po ba effectivity ng resignation po?inip na inip na po kami sir last feb lng po ang sahod namin sir and then from that time never na silang nagbigay ng food allowance po until now po,buti nlng dko po inubos ung pera kong pinadala kaya my pangkain pa po kami but from march to now,but paubos napo..100riyal nlng po natira..please reply po.salamat po and God bless you all po..

    I’m maisona working here in kingdom for 7 months only, I found that our company have no system, no rules and our accommodation is not good and finally i’m not comfortable in this company to work. now, I want you to ask “Do I have the right resign in this said company after my 1 year without any amount to pay for the company”? since I did not signed a contract from our employer.

    • Dear Maisona,

      The saudi labor law states that even in the absence of a written contract you are still legally binds with your employer . The day they secure a residence/work permit for you to work legally in the Kingdom is considered a work agreement between you and your employer. Try to check you iqama, if it is 1 year or 2 years, if ever it is 2 years then your employer can demand payments for all the costs incurred in getting you to Saudi Arabia for the reason of not completing the 2 years contract/agreement based on the expiration date of your work permit. If it is 1 year, then its about time to write a notice letter to your employer informing them not to renew your contract.
